Candidate Eligibility and Filing Requirements

All candidates for office in the City of Log Cabin must meet the following qualifications to serve on the City Council:


Per Texas Elections Code Section 141.001

(1) be a United States citizen;

(2) be 18 years of age or older on the first day of the term to be filled at the election or on the date of appointment, as applicable;

(3) have not been determined by a final judgment of a court exercising probate jurisdiction to be:

(A) totally mentally incapacitated; or

(B) partially mentally incapacitated without the right to vote;

(4) have not been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities;

(5) have resided continuously in the state for 12 months and in the territory from which the office is elected for six months immediately preceding the following date:

(A) for a candidate whose name is to appear on a general primary election ballot, the date of the regular filing deadline for a candidate's application for a place on the ballot;

(B) for an independent candidate, the date of the regular filing deadline for a candidate's application for a place on the ballot;

(C) for a write-in candidate, the date of the election at which the candidate's name is written in;

(D) for a party nominee who is nominated by any method other than by primary election, the date the nomination is made; and

(E) for an appointee to an office, the date the appointment is made;

(6) on the date described by Subdivision (5), be registered to vote in the territory from which the office is elected; and

(7) satisfy any other eligibility requirements prescribed by law for the office.


Per Texas Local Government Code Section 22.032

(a) To be eligible for the office of mayor of the municipality, a person must be a registered voter and must have resided within the municipal limits for at least the 12 months preceding the election day. For purposes of this subsection, residency in an area while the area was not within the municipal limits, is considered as residency within the limits if the area is a part of the municipality on election day.




Filing Requirements:


Application for a Place on the Ballot

Applications for a place on the ballot must be filed with the City Secretary during the filing period for the election. The filing period begins on the 108th day before election day and ends at 5 p.m. on the 78th day before election day. Election day is the first Saturday in May. Specific dates will be posted to this Elections (link) for the next City Council Election.


Campaign Treasurer

A Campaign Treasurer must be designated, and Form CTA filed with the City Secretary before any contribution is accepted or any expenditure is made. The Texas Ethics Commission generates the CTA form and instructions, and the City Secretary's Office maintains a supply of these forms.


Contributions and Expenditures

Title 15 of the Texas Election Code pertains to campaign contributions and expenditures. Financial reports must be completed by the candidate or the candidate's Campaign Treasurer (signed only by the candidate) and filed with the City Secretary. It is extremely important to adhere to the financial reporting procedures. Campaign reports are public information, and the media, opponents, and the general public may review the reports. Per House Bill 2626, effective Sep. 1, 2023: All filed campaign finance reports are to be posted online within 10 business days of receipt.


Campaign Filing Schedule (under normal Election cycle)

  • Due 30th day before Election
  • Due 8th day before Election
  • In case of Runoff Election - due 8th day before Runoff Election Date
  • Final Report - May be filed at any time after the Election
  • If a final report is not filed, Semi-Annual Reports will be due each year on:
  • January 15
  • July 15

The duties of the City Secretary are limited to accepting and filing the various applications, affidavits, and statements. It is outside of the City Secretary's authority to review the reports for correctness or to advise on what information must be included.
